I am informed that the liner POLYNESIEN of the Messgeries Maritimes in her last voyage to Colombo received orders from Customs at Colombo to furnish guarantees that as soon as they arrived at Hong Kong she would land all goods for Shanghai.
This procedure on the part of the Government of Ceylon appears to me inexplicable, the goods in question coming from France or England and being provided with every permission and authorisation required for destination non English ports of Shanghai and Japan. The liner was due Hong Kong 8th instant.
Please obtain immediate explanations of course taken by Colombo. We ask that the execution of this order at Hong Kong may be suspended until further instructions. Let me know immediately what steps have been taken.
